Half hourly meters are usually found in larger businesses and the process is automated allowing extremely accurate and up-to date energy bills without the requirement or manually reading meters.
However, if your business has a peak usage of 100KWH, by law you are required to install a half hourly meter. These businesses tend to be factories, warehouses, very big offices etc. You can tell whether or not you have a half hourly meter through your S number, which can be found on your previous phone bill. If the number in the top left is 00 then you have a half hourly meter.
